19-7-7 Motions. All motions, except those
made at a pre-hearing conference, hearing or re-
hearing shall be in writing. The presiding member
is authorized to rule upon any motion except a
motion made before or during a hearing which
would involve or constitute a final determination
of the proceeding or a motion pursuant to K.A.R.
19-1-13. A presiding member may refer any mo-
tion to the hearing commissioners or commission
