ment to entire commission. Any petitioner or
party may make exceptions to the recommended
report and by motion request an opportunity to
present an oral argument to the entire commis-
sion. An oral argument motion shall be filed
within ten (10) days from the date of service of
the recommended report. If an oral argument is
ordered, it shall be limited, unless otherwise spec-
ified, to matters properly raised by the motion and
